Generally speaking, when an article of clothing has the word ’smocked’ in it, I run in the opposite direction. Something smocked, to me at least, conjures up images of elastic-waistband pants, the 80s, and other really unappealing things.
That being said, James Perse makes a mean cotton anything; his designs are sooo comfortable, so easy to wear, and surprisingly appropriate for casual dress.

What would you layer that dress with, or any other deep v-neck for that matter?
Underneath I’d wear a tank with thick or thin straps, over I’d wear either a jersey-knit or thin merino cardigan in a bright colour.
And I’d cinch the waist with a skinny belt.
Would the tank also be v-neck, or could it be round neck?
I’d go with a round neck, just to add some constrast, but if you wanted to wear a higher v-neck that would also look fine.
